"The short history of telecommunication projects by artists is overshadowed by the revolution in communications (...) which is not about technology, (...) but rather about the potential relationships between people. This presupposes the reversal of existing social relationships, through which the present hierarchical mass culture breaks down into autonomous, independent "reality-associations". (...) Only as members of such an association would we be in the position to develop models of potential realities (art) as well as to control the cultural relationships in which these models could be publicized and adopted (politics). (...) Unfortunately, the history of artistic telecommunication projects reflects to only a small degree the acceptance of this responsibilty."
